Parking
Parking can be very limited. To help alleviate congestion, user fees fund the LC Shuttle service and discounted TriMet transit passes for students, faculty, and staff. We encourage all community members to consider alternative transportation to get to campus. Purchasing a parking permit does not guarantee you a parking space.
Parking permits are required in all campus parking lots Monday through Friday, 7 a.m. to 7 p.m. during the fall and spring semesters. All faculty, staff, and student vehicles parked on campus must be registered with Transportation and Parking in addition to purchasing a permit.

Where to Park on Campus
Parking areas are reserved for visitors, staff, or law student parking only, as designated by posted signs and/or pavement markings. All other parking is available for commuting students and visitors on a first-come-first-serve basis.
- Parking in the neighborhood is prohibited and vehicles will be subject to citation.
- First-year students at the undergraduate college are prohibited from having vehicles on campus. A petition for an exception of this requirement may be submitted to Transportation and Parking, for more information please review the Restricted Residential Parking Policy.
- Limited residential parking passes available to residential students. Parking privileges are not guaranteed for residential students.
- Enforcement of parking regulations is carried out at all times. For further information about parking, see Transportation and Parking Regulations.
Daily parking pass dispensing machines are located in the Upper Griswold, Lower Griswold, Law School, and Graduate Campus parking lots. A vehicle license plate number is required to purchase machine-issued daily passes.
Conveniently located parking spaces are reserved for carpools from 7 am to 10 am, Monday though Friday. Qualification criteria for carpool permits are below and in the Transportation and Parking Regulations.
- Who makes up a carpool? Two or more Lewis & Clark community members who are qualified under the carpool registration process with the Office of Transportation and Parking constitute a valid campus carpool. Each carpool is made up of a carpool lead and at least one rider. Carpool riders are not eligible for a subsidized bus pass. Students who are residents of the campus are not eligible for a carpool parking permit nor can they be listed as a rider.
- Permit procedures: One carpool ePermit will be issued to each carpool. All vehicles used by the carpool must be registered under the primary driver’s permit. When not carpooling day passes must be used. Carpool participants must read and fill out the Carpool Regulations and Disclosure form.
- Changes in carpool status: It is mandatory that permanent changes in carpool status be reported to Transportation and Parking. Changes in status include, but are not limited to changes in residency, changes in carpool members, or a change of carpool vehicles.
- Monitoring: Transportation and Parking staff monitor carpools. The Department of Transportation and Parking may suspend carpool privileges for violation of carpool rules. The success of the carpooling program depends on the integrity of its participants. The Department of Transportation and Parking will protect the anonymity of persons reporting violations of carpool regulations. Any carpool participant found to be in violation of this section will be subject to parking citations with associated fines.
- Complimentary Day Passes: Each person purchasing a carpool pass will receive three (if purchasing a semester pass) or six (if purchasing an annual pass) complimentary day passes to be used when not carpooling. A permit code will be set up by the Transportation & Parking Department for your use when not carpooling. The permit code is used to retrieve a day pass from one of four permit dispensing machines (permit kiosk).
Parking is enforced on the Graduate Campus from 7:00 a.m. to 7:00 p.m. Faculty and Staff spaces are reserved for faculty or staff from 8 a.m. to 5 p.m., Monday through Friday. The West and East Loop parking lots are open to all valid permit holders. Parking is not enforced throughout campus on weekends.
The Law School parking lot provides reserved parking for faculty, staff, visitor, motorcycle and law student permit parking. Certain parking spaces are reserved in the Law School parking lot for 3rd/4th year Law Students from 7 am to 7 pm on weekdays. The upper terrace of the Upper Griswold parking lot is reserved for all Law Student permit parking from 7 am to 2 pm Monday through Thursday. Staff, CAS Students, Graduate Students, and visitors are not permitted to park in the areas reserved for Law Student parking.
Vehicles parked in law student reserved spaces must display a valid law student parking pass or be registered as belonging to a law student with the College.
Parking of commuter vehicles owned and/or operated by staff, faculty, and students is prohibited in neighborhoods adjacent to the College. This does not apply to vehicles of students, faculty, and staff who are residents in the neighborhoods and park on their own residential street. The College may require proof of residence.
Under a Conditional Use Master Plan Agreement with the city of Portland, Lewis & Clark is required to monitor and enforce a College parking regulation prohibiting college parking in the surrounding residential neighborhoods. Signs are not posted for this College parking regulation. The fine for this violation is $45.00 with a 35% increase for successive fines throughout the academic year.
Vehicles receiving neighborhood parking citations issued by the College will be subject to fines. Unregistered vehicles that have received neighborhood parking citations are subject to immobilization or towing if found parked on campus.
Staff permit parking areas are reserved by pavement markings and/or posted signs. Vehicles with staff permits may also park in unreserved parking spaces. Vehicles with staff permits are not permitted to park in service areas, loading zones, and spaces reserved for other uses. Designated parking spaces for the President of Lewis & Clark College and selected Officers of the College are reserved at all times.
Service vehicle access areas, referred to as “service courts,” are adjacent to some of the buildings on campus and are designated for Facilities Services vehicles, service contractors, and emergency vehicle parking only. Service court parking enforcement regulations are as follows:
- Vendor parking permits, available at the Campus Safety Office, are required to park in service courts.
- Staff, faculty, or students loading or unloading class-related materials must display a vendor permit. Vehicles will otherwise be subject to parking citations. These areas are not to be used for short term or all-day employee parking.
- Vehicles may park only while in the process of loading or unloading (Hazard lights must be on)
- Unauthorized vehicles in service courts are subject to citations and fines. They will also be subject to immobilization or towing at the owner’s expense if they interfere with vendor parking and/or if are repeat offenders.
Transportation and Parking Advisory Committee (TPAC)
The Transportation and Parking Division, under the Department of Facilities Services, serves as staff for the Lewis & Clark Transportation and Parking Advisory Committee (TPAC). The Committee reviews monthly operations reports, budget status, and various transportation and parking policy issues. Under a Conditional Use Master Plan Agreement with the City of Portland, the College tracks its progress under a Transportation Demand Management Plan (TDM) component. The TDM is updated annually and submitted to the City Planning Department. Of primary concern in the TDM are fee based parking and a proactive alternative transportation program. Without a successful alternative transportation program the College would need to double the number of off-street parking spaces.
